I Had This Dream…

Let me tell you about this dream I had a while ago. I had a dream that
Japanese English speakers were among the best in the world, inspiring awe
in native speakers and envy in the ESL learners of all other nations.
Crazy dream, right? But for an English teacher in the public sector,
perhaps it’s not such an unusual thing to dream about. It was all based
around this program that demanded changes in all aspects of English education
in Japanese schools…
At first, it was a kind of scary dream, because in it I lost my job!
The first step of this program, it seemed, was to fire every English teacher
in the public school system and begin a brand new hiring process. A new
national standard was put in place, and suddenly tests required that all
English teachers be nearly bilingual. Many former teachers breathed a sigh
of relief, knowing that though they would no longer teach English, they would
no longer have to pretend to know it, or feel ashamed when students asked
questions they could not answer. Now, only confident and competent teachers
led the classes, inspiring the students with their intimate knowledge of English
and tangible proof that second language acquisition was indeed possible, even for
Japanese people.
It caused a panic at first because there weren’t nearly enough new licensed
teachers to teach all of the students in the public school system. Fortunately,
the need for teachers was not as great as before, because the next thing that
they did was remove English from the required curriculum of the public schools.
There were still English classes, but now English was a completely elective
course in junior high schools and high schools, which meant that only the
students who were interested in English were taking it.
Another crazy change was that the English classes were organized by students’
skill levels rather than their ages. This meant that suddenly, first year
students and third year students were in the same class! It was a little awkward
for them at first, but with everyone at the same level, the class proceeded at a
reasonable pace and nobody was left behind. The age difference actually inspired a
spirit of competition in them, with everybody trying to outshine each other with
their language skills.
These radical changes had many effects on the way English was used and perceived
in Japan, and not all of them were necessarily good. When English changed from a
required subject to an elective subject, its priority in the school budgets also
changed, and not all schools were provided with the same teaching materials.
Some schools were forced to cut English all together in order to save money or
keep other “optional” programs. Another noticeable change was that the general
use of Romaji in Japan dropped like a stone. With English now a specialty subject,
many Japanese people made it all the way through school without ever having learned
the alphabet or English phonetics. It was no longer common to see English on the
street or on TV. Companies, celebrities, shops and products no longer featured the
once “glamorous” Roman alphabet in their names, and went back to their more universally
recognized spellings in Japanese characters and kanji. While Japan remained a highly
international country, it was considered less “accessible” to foreigners with no
knowledge of Japanese. The glib use of “catchy” English in advertisements and on
T-shirts was almost completely wiped out as more and more people became self-conscious
of their imperfect English in the presence of more experts than ever before. And all
of these experts were regarded by the general population with more than just a little
suspicion…
…And then I woke up, sweating, thirsty, and thankful to still be in a Japan that I
recognized. The whole thing had been a crazy vision based on memories of my own language
learning and observations about the use of English in Japan. I told myself that I need
to be less cynical and to stop eating spicy food before bed.
If you were given a choice between the status quo of an entire population with a
gross general knowledge of English or a dedicated minority with impeccable English,
which would you choose?
